2026 North Carolina State Ballot Amendments

Constitutional
Amendment 1:
Voter ID

  • Require all voters, not just those voting in person, to present an ID.

  • This is already law - Republicans trying to make it harder to overturn in the future

  • Vote no on principle, but also to educate voters on ID requirements


Constitutional
Amendment 2:
Income Tax Cap

  • Keep the state income tax from being raised higher than 3.49%

  • Current cap is 7%, lowered only 8 years ago

  • We shouldn't take away decisions from future voters/leaders

  • Income taxes are one of the fairer types of taxes, if we cap them we may have to raise money in other ways (sales tax, fees, etc.)


Constitutional Amendment 3:
Property Tax Cap

  • Requiring limits on property tax increases by local governments.

  • This amendment doesn't actually establish a limit - it authorizes the state to do so (which they actually already can)

  • The bill with the actual limit/details/numbers will come later

  • Property taxes are the main way that we pay for local necessities like public schools and emergency services
